BES 6001 Responsible Sourcing

BES 6001 is the Framework Standard for Responsible Sourcing of Construction Products, developed by BRE (the Building Research Establishment). It provides a way for construction product manufacturers to demonstrate that their materials are sourced and produced responsibly.

Unlike certifications that focus on a single issue - FSC for forestry, EPD for carbon - BES 6001 takes a holistic view. It assesses the entire supply chain across environmental, social, and governance criteria, from raw material extraction through manufacturing to the point of sale.

The standard was first published in 2008 and has been revised several times, with the current version being BES 6001 Issue 4. It is the most widely used responsible sourcing standard in the UK construction industry, with over 2,000 certificates held by manufacturers of concrete, steel, aggregates, brick, glass, and many other product types.

The standard assesses organisations across several key areas:

Organisational governance - management systems, policies, legal compliance, and leadership commitment to responsible sourcing. This includes anti-bribery measures, ethical procurement policies, and board-level accountability.

Supply chain management - how the organisation manages its suppliers, tracks material origins, and ensures responsible practices throughout the chain. This includes supplier audits, traceability systems, and conflict mineral policies.

Environmental sustainability - energy use, carbon emissions, water consumption, waste management, biodiversity impact, and pollution prevention at manufacturing sites. Organisations must demonstrate continuous improvement against measurable targets.

Social sustainability - workforce health and safety, labour rights, skills development, community engagement, and stakeholder consultation. This extends to supply chain labour practices, including modern slavery due diligence.

Economic sustainability - fair business practices, local economic contribution, and long-term financial viability of responsible sourcing commitments.

Each area is scored, and the overall assessment determines the certification rating.

BES 6001 awards certificates at four levels, reflecting increasing performance:

Pass - the organisation meets all mandatory requirements across governance, supply chain, and sustainability criteria. This is the entry level and demonstrates basic responsible sourcing practices are in place.

Good - meets all Pass requirements plus demonstrates additional performance in environmental and social management. Typically requires more detailed supply chain mapping and measurable improvement targets.

Very Good - meets all Good requirements plus demonstrates strong performance with evidence of continuous improvement, third-party verified data, and proactive supply chain engagement.

Excellent - the highest level, requiring outstanding performance across all criteria with industry-leading practices, comprehensive lifecycle thinking, and demonstrable positive impact beyond compliance.

Most UK manufacturers hold certificates at Good or Very Good level. The rating directly affects BREEAM credit calculations, making it a significant differentiator in competitive tenders.

The strongest driver for BES 6001 uptake is its direct link to BREEAM Mat 03 (Responsible Sourcing of Construction Products). BREEAM awards credits based on the proportion of materials in a building that hold responsible sourcing certification, and the level of that certification.

BES 6001 scores map directly to BREEAM Mat 03 tier points:

- Pass = Tier 2 (1 point per element) - Good = Tier 3 (1.5 points per element) - Very Good = Tier 4 (2 points per element) - Excellent = Tier 5 (2.5 points per element)

For comparison, an uncertified product with basic supply chain data scores only Tier 1 (0.5 points). The jump from uncertified to BES 6001 Pass doubles the BREEAM credit, and higher ratings deliver progressively more value.

This means specifying BES 6001-certified products is one of the most efficient routes to achieving BREEAM Mat 03 credits. For projects targeting BREEAM Excellent or Outstanding, BES 6001 is often essential.

The BREEAM assessor needs the BES 6001 certificate number and rating level as evidence. Most manufacturers publish this information in their product datasheets or on the BRE Green Book Live database.

BES 6001 is most established in the following product categories:

Concrete and cement - virtually all major UK ready-mix and precast concrete suppliers hold BES 6001. Most achieve Good or Very Good.

Steel - structural steel sections, reinforcement bar, and steel products from major UK mills are widely certified.

Aggregates - quarry operators across the UK hold BES 6001 for sand, gravel, and crushed rock products.

Bricks and blocks - most major UK brick manufacturers are certified, alongside aircrete and dense block producers.

Glass - flat glass and processed glass products from major manufacturers.

Timber - some timber suppliers hold BES 6001 alongside FSC or PEFC chain of custody certification.

Insulation - mineral wool and glass wool manufacturers commonly hold certification.

The standard is product-specific, not company-wide. A manufacturer may hold certificates for some product lines but not others. Always check the specific product certificate, not just the company name.

When writing specifications, reference BES 6001 with the required minimum rating. For example: "All concrete products shall hold BES 6001 certification at Good level or above."

BES 6001 is the dominant responsible sourcing standard in UK construction, but it is not the only one. Understanding the differences helps with specification:

FSC and PEFC - forest-specific chain of custody standards. They cover timber and timber-derived products only. For timber in BREEAM, FSC/PEFC can satisfy Mat 03 without BES 6001, but BES 6001 covers a much wider product range.

ISO 14001 - environmental management system certification. ISO 14001 demonstrates that a company has environmental management processes in place, but it does not assess responsible sourcing specifically. BES 6001 goes further by evaluating supply chain practices, social criteria, and governance.

Cradle to Cradle - a product-level certification covering material health, circularity, renewable energy, water stewardship, and social fairness. C2C is more internationally focused and less directly linked to BREEAM credits in the UK.

Declare - ingredient transparency only. It tells you what is in a product but does not assess supply chain responsibility.

For UK projects, BES 6001 is typically the most practical choice for BREEAM compliance. For international projects or those targeting multiple certification systems (LEED, WELL, Living Building Challenge), combining BES 6001 with product-specific certifications provides the broadest coverage.

A BES 6001 claim is only useful when the certificate covers the product you are actually buying. Do a quick scope check before relying on it for BREEAM or procurement scoring.

For a BREEAM project, a simple requirement might be: 'Concrete, aggregate, steel, brick, block, and insulation products shall hold responsible sourcing certification where available. BES 6001 certificates shall be current, product-scope specific, and at Good level or above unless agreed otherwise by the design team and BREEAM assessor.'

That wording gives procurement teams room to source real products while still making the evidence requirement clear.
